この基準は、1996年４月に森林所有者、林産業、環境団体などから構成された農林大臣が議長を務める「森林認証委員会」を設置し認証制度の開
発に着手した。８月に作業グループＷＧを設置し、国家規格の作成に取り組んだ。ＷＧは民間部門とＮＧＯで運営されている。ここでは、国際的な認証規格の採
用を目指さず、応用の仕方により、ＩＳＯ、ＦＳＣのどちらにも適用でき、ヘルシンキプロセスの基準・指標にも適合するような規格を目指した。この作業の結
果、1997年４月に国内森林認証規格に合意した。
森林経営認証の審査にあたり、37の基準を所有規模により３つのレベルで適用できる。
（１）大規模の場合
地域森林センターが管轄する100～200万㌶のエリアを対象とするもので、通常この中にはいくつかの森林経営絵組合がある。認証取得には組合員である森林所有者の３分の２の合意が必要。森林経営の評価には33の基準適用される。ラップランドでは36基準。
（２）中規模の場合
森林経営組合を単位として認証を取得することが出来る。この場合の通常対象面積は、１～５万㌶程度であり、認証取得には３分の２の森林所有者の合意が必要である。森林経営の評価には24基準が適用され、残りの13基準は必要に応じて適応される。
（３）小規模の場合
より小規模でしか認証を受けない場合は、個人か数件の所有者がまとまって認証を申請する方法があり、この場合の森林経営の評価に際し小規模のであることに配慮した23基準と12の補足的な基準を採用する。
